Experience & Activities

  • As a Subject Matter Expert (SME) on the Metroplex Implementation Support Team (MIST),Mr.Blaber furnished a completely updatedTime-Based Flow Management (TBFM)structure to Las Vegas, Miami,Orlando and Ft. Lauderdalearrival systems.These Performance Based Navigation (PBN) andNext Generation (NextGen) systems increase safety and efficiency throughout Los Angeles Air Route Traffic Control Center (ARTCC), Miami ARTCC, and Jacksonville ARTCC airspace as well as the entire National Airspace System (NAS). Ensuredthe new TBFM systems were integrated with the associated ARTCC En Route Automation & Modernization (ERAM) systems.
  • Offers operational support and expertise in various areas of air traffic management (ATM) as requested by institutions/municipalities outside of the Federal Aviation Administration.
  • Collaborated with the Command center, O’Hare (ORD) TWR, Chicago TRACON (C90), surrounding centers, and airlines, via CDM conferences to manipulate the volume into/out of ORD & MDW airports based on current and predicted Arrival Acceptance Rates (AARs).
  • Accomplished this through the implementation of Traffic Management Initiatives (TMIs), which included Time Based Flow Management (TBFM), call for release (CFR), and/or Miles-in-trail (MIT).
  • In the case of severe weather, he used Ground Delay Programs (GDPs) and/or Ground stops (GSs) to mitigate arrival volume. As the Arrival Coordinator (AC), Mr. Blaber took the lead in this decision making because he had the complete picture on traffic/weather in the terminal, regional, and national arena.
  • Applied his expertise and knowledge to make necessary inputs/changes to TBFM as weather conditions and AAR changed at the airport.
  • As the En route Coordinator (EC) he administered En route Departure Capability (EDC) to sequence streams of aircraft to airports all across the U.S.A.
  • As Primary NATCA representative for the Traffic Management Unit (TMU), Mr. Blaber took the operational lead on several NEXGEN projects. Projects included TBFM, ACM, ABRR/PDRR, TFMS 9, RAPT, as well as many ERAM upgrades. Received Outstanding Achievement Award for representing Chicago Center on these projects July 2014.
  • Key leader on the Chicago Advanced Navigation Committee which created/wrote many new procedures in support of the O’Hare Modernization Plan (OMP).
